Lee Ling Wee is a seasoned public transport and engineering professional with over 30 years’ experience in the defence, aviation and public transport industries. At Strides International, Ling Wee leads the internationalisation and business development for rail, engineering, and mobility with the aim to deliver experience-led solutions and services to clients and partners in the region and beyond. His steadfast leadership continues with his advisory and management of the operationalisation of the signature Rapid Transit System (RTS) Project between Singapore and Johor Bahru, Malaysia.
In Ling Wee’s previous role as Chief Executive Officer, SMRT Trains, he was responsible for service delivery, operations and maintenance of Singapore’s North-South (NS), East-West (EW) and Circle Lines, as well as the Bukit Panjang Light Rail Transit. Under his tenure, SMRT embarked on a network-wide renewal of the ageing NSEW lines, clinched the operating contract for the Thomson-East Coast Line, and improved commuter experience and rail reliability by ten folds, from less than 100 thousand to more than one million mean kilometres between failures (MKBF).
Ling Wee has more than 30 years of experience in management, engineering, maintenance and operations. Before SMRT, Ling Wee served some 20 years in the Republic of Singapore Air Force (RSAF) in various senior leadership appointments, where he directed fleet management, competency and resource optimisation programmes. He also honed his expertise in engineering and maintenance, airworthiness, integrated supply chain and life cycle management of the entire RSAF aircraft and weapons systems. For his illustrious career with the public service, Ling Wee was awarded the Public Administration Medal (Silver)(Military).
Anchoring on his strong foundation in operation, engineering & maintenance, asset life cycle management and resource optimisation, Ling Wee is our lead in integrated transport and mobility design-build-operate-maintain-transfer solutions and services for international projects and partnerships.
Ling Wee is a member of Institute of Engineers Singapore. He sits on the Advisory Panel on The Chartered Institute of Logistics and Transport, Singapore and is a Member & National Representative (Singapore) on the Union Internationale des Transports Publics (UITP) Policy Board. He holds a degree in Aeronautical Engineering from the Ecole Nationale de l’Aviation Civile in France, and an Executive Master of Business Administration from the National University of Singapore.

Goh Eng Kiat has broad and comprehensive experience in human resource, service excellence, branding, corporate communications, risk management, compliance & business development in local and international firms. At Strides International, Eng Kiat is responsible for developing and expanding our suites of business locally and overseas.
Over the years, Eng Kiat established the company’s global footprint and led the team to secure rail projects in Asia and the Middle East. Eng Kiat is currently a Director on the Boards of Shenzhen Zona Transportation Group Co Ltd, as well as SMRT Alpha, a joint venture that operates the commercial spaces at Singapore Sports Hub (Singapore’s largest PPP project), comprising Kallang Wave Mall, Singapore Indoor Stadium and Water Sports Centre.
Eng Kiat was Executive Director of MSIG Holdings (Asia) Pte Ltd where he held key senior positions and was seconded to China between 2009 and 2011. He also served on the Board of Sinatay China Life Insurance from 2010 to 2012. Eng Kiat was previously with Aviva Asia as Executive Director, and held various senior positions in Western Digital and Seagate.
He holds a Master of Business Administration and a Bachelor of Business Studies from Charles Stuart University, Australia.

Jean-Francois is a member of the Institution of Engineers of Singapore (IES) and a Railway Chartered Engineer. In 2021, he received the IES Outstanding Volunteer award for actively contributing to the development of Singapore Railway Standards. He is a member of the Technical Committee for Singapore Rail Academy as well as a trainer (Permanent Way and Civil Infrastructure) and a member of the Asia Rail Operators Association. He holds a Master of Civil Work, Mechanical and Electrical Engineering from the Ecole Speciale des Travaux Publics in Paris, France.

Lui Wai Meng is a public transport engineering veteran with over 30 years of experience in light rail and metro operations, maintenance and safety assurance. He provides technical advisory for local and overseas projects.
Prior to Strides International, Wai Meng had an illustrious career in SMRT Trains serving as Chief Engineering Officer and as Head of Trains Inspectorate, responsible for Safety, Quality Assurance and Knowledge Management. Wai Meng’s expertise also extends to operations. As Vice President of Rail Operations in SMRT Trains, Wai Meng oversaw all station and train activities. Some of the most significant projects he led in Singapore include the timely commencement of operations of the Circle Line, upgrading of trains and signalling systems and maintenance of the Sentosa Monorail.
Internationally, Wai Meng has led Rail Projects in Mumbai, Mauritius, Jabodebk, Palembang, Manila and Fuzhou.
He holds a degree in Mechanical Engineering from the National University of Singapore, and a Master in Mechanics & Processing of Materials from the Nanyang Technological University.

Gan Yew Hong is the Deputy Managing Director of STRIDES International Business Pte Limited. He has been with SMRT for more than 22 years and is responsible for business development for the company.
Yew Hong has experience in bidding for the operation and maintenance of some of the key railway projects in Singapore such as the Circle Line, a fully automated driverless underground metro system and the Sentosa Express, a monorail system on the iconic Sentosa island resort. He has also successfully secured projects in China, India, Korea, Taiwan, UAE and Mauritius to deliver transport related consultancy, training, operation and maintenance services and is familiar with the opportunities and development of the mass rapid transport systems in these markets.
Yew Hong graduated with a MSc degree from UK Loughborough University of Technology and a BEng degree from the National University of Singapore.

Zahrin bin Abdul Gani is Director, Business Development for STRIDES International. He concurrently holds the position of Project Director for the RTS Link project, a cross-border light rails system connecting Woodlands, Singapore to Bukit Chagar, Johor Bahru which will be completed by end 2026.
Prior to joining STRIDES, Zahrin has extensive rail experience both locally and internationally. He handled Project and Engineering Management of Rail contracts in Land Transport Authority (LTA), Singapore and was the liaison between Rail Operators and the Authorities. He also led several regional and local projects during his stints at Road and Transport Authority (RTA) in Dubai and at Bombardier-Alstom.
Zahrin holds a Bachelor’s Degree in Engineering from the Nanyang Technological University and a Masters (Project Management) from the University of Adelaide.

Siu Yow Wee drives growth and leads business development for station-based engineering solutions and services to raise the standard and competitiveness of transport related operations and maintenance.
Anchoring on 20 years of operational and maintenance experience in transportation and facilities management, Yow Wee held key appointments at SMRT Corporation driving and managing service excellence, bus operations, stations operations as well as building & facilities. During his tenure, he delivered regulatory KPIs for Buses and Trains, won national level awards for SMRT customer service, and fostered a culture of innovation in sustainable facilities management. Prior to SMRT, Yow Wee led the DHL (Singapore) Quality Control Centre to ensure high shipment delivery compliance standards for key accounts, set-up and managed the largest EXPO Delivery Centre in Singapore.
Yow Wee is well placed to deliver transport-related operations and maintenance solutions and services to clients anchoring on his vast experience and strong business acumen.
Yow Wee holds a Bachelor of Mechanical Engineering from the Nanyang Technological University and an Executive Diploma in Directorship from Singapore Management University & Singapore Institute of Directors. He is a Senior Member of the Institute of Engineers Singapore and a Member of the Singapore Institute of Directors. In 2013 and 2017 he received commendation and service medals from the Ministry of Defence. In 2015, he received a Certificate of Merit from Singapore Service Excellence Medallion, and was recognised with the National Kindness Award – Transport Gold in 2013 and 2014.

Ang Thiam Huat is a veteran in public transport Automatic Fare Collection (AFC). As a professional with over 30 years of experience, Thiam Huat oversees the management of the AFC team to drive operation and maintenance of fare systems and Access Control Systems. He also develops capability and partnerships in digital payments and new generation AFC systems. In business growth, Thiam Huat participates in local and overseas tenders and have secured AFC related projects beyond the public transport space.
Thiam Huat joined SMRT in 1993 where he helmed the Fare System portfolio. Under his leadership, the Fare System team grew its technical service and support capabilities in Singapore and overseas, winning many revenue projects and widening the revenue footprint.
With his decades of deep knowledge in AFC and digital payment systems, Thiam Huat offers clients expertise in designing solutions and services that are suited for diverse environments, meeting unique operations and maintenance requirements.
Thiam Huat holds a Bachelor of Engineering (Electrical and Electronics) from the National University of Singapore.

Tan Peng Kuan is the President of Strides Engineering. He is responsible for promoting innovation, environmental sustainability and driving digital transformation. He also oversees the growth and development of operations and maintenance engineering capabilities.
Prior to his appointment as President of Strides Engineering, Peng Kuan was President of Strides Mobility Solutions where he was instrumental in setting up the strategy and direction for urban mobility solutions, particularly in the areas of Electric Vehicles (EV) and Autonomous Vehicles. Peng Kuan was formally with ST Engineering, holding several key leadership appointments in local and international commercial businesses. During his tenure in ST Engineering, he managed several businesses across the areas of land platforms, Maintenance, Repair and Overhaul (MRO) services, testing, inspection and calibration, and logistics and facilities management. Peng Kuan also formulated business strategies that successfully improved the profitability of business units under his charge, while growing two new business areas in EV and Rail MRO.
With his extensive experience and expertise in supply chain management, maintenance, engineering, and transportation, Peng Kuan is well placed to steer the strategy and direction in the areas of advanced innovative technologies, as well as digital solutions and services.
Peng Kuan holds a Master of Engineering in Logistics from Massachusetts Institute of Technology as well as a Bachelor of Science (First Class Honours) from Imperial College of Science and Technology.

Ang Wei Neng is the President of Strides Mobility Services. He assists President, Roads to deliver a world-class transport service and drive new growth for the Strides Mobility Services business operations.
Prior to joining Strides Mobility Services, Wei Neng held key leadership appointments in the local transport industry, and was most recently Chief Executive Officer of ComfortDelGro Taxi, where he provided executive leadership for the business.
With over 20 years of P&L experience in the commercial world, Wei Neng will steer Strides Mobility Services to achieve high operational performance standards, enhance the efficiency of roads services, drive innovative use of technology to enhance commuter engagement and improve service excellence.
Wei Neng holds a Master of Business Administration (Strategic Management) from Nanyang Technological University as well as a Bachelor of Social Sciences in Economics (honours) degree from the National University of Singapore.

Joseph Foo is the General Manager of Strides Frontiers. As a seasoned transport professional with over 25 years of experience, he drives growth and leads business development to deliver sustainable urban mobility solutions to clients and partners.
In his previous role as Director of Bus Plans & Development and General Manager of the Woodlands Zone under SMRT Buses, he was responsible for the strategic planning for the company and service delivery, operations and maintenance of Woodlands bus package. Under his tenure, he established a framework to organise and harness data for better governance, promoting innovation and growth for the company. He also clinched the Safe Bus Operator of the Year (Excellence) Award 2019, the top safety award amongst all public bus operators in Singapore.
In his current role, Joseph leads and develops growth strategies anchoring on his experience in strategic planning, capability development, as well as project and operations management that sets the bar to fulfil every client’s Mobility needs.

James is a logistician and a supply chain professional with more than 20 years of military career and commercial supply chain operation. He possesses multifaceted experience with proven ability to lead in complex logistics operations at the national and organisational level. Before joining Strides Digital, James served at FairPrice Group (FPG) Supply Chain as Director of Operation from 2020 to Sep 2023. During the Covid-19 period, James operationalised the Supply Chain Operation Centre (SCope) to monitor and track the end-to-end movement of goods by leveraging on data and analytics.

Boon Cheong is the General Manager and Head of Development for Electric Mobility as a Service (eMaaS) at Strides Frontiers. He develops strategic capabilities and sandboxes for the growth of green technologies, such as energy and electric fleet solutions.
Boon Cheong was instrumental in setting up Strides’ first Green Tech joint venture company – EVCo, which provides e-Mobility solutions as part of the Strides eMaaS ecosystem – with DST (Shenzhen), the largest digital EV services company in China. He was also part of Strides’ bid team which formed a consortium that won the Land Transport Authority’s large-scale tender for installing charging points at HDB carparks, as well as forming a joint venture company for charging point operations, ChargEco.
Boon Cheong graduated with a Bachelor of Business Administration in Finance with First Class Honours from the National University of Singapore. He started his career in asset management and has more than 15 years of experience in corporate strategy, partnerships, business development, fund raising, execution and portfolio management, in Singapore and across Asia Pacific.

Richard is the General Manager of ChargEco, a joint venture company for electric vehicle (EV) charging formed by Strides, a business arm of SMRT Corporation, and YTL PowerSeraya. Since joining Strides, he helmed the team that established its EV charging business and secured the Land Transport Authority’s large-scale tender to install EV charge points in HDB carparks.
He is now leading the expansion of ChargEco’s network of EV chargers across Singapore and the region. By building reliable and widespread EV charging infrastructure, ChargEco aims to increase the adoption of EVs locally in support of the Singapore Green Plan 2030, toward a greener, more sustainable transport industry.
Richard has 20 years of experience in business development and strategic partnerships. Prior to joining Strides, he led SP Group’s Business Development team and managed large-scale sustainable energy district projects, as well as secured projects in microgrids and district cooling. He was also formerly the Head of Business Development and Planning in ST Kinetics, advising the President on the transformation of business units in Brazil, the US, China and Singapore.
Richard holds a Master of Engineering and a Bachelor of Engineering (Mechanical Engineering) with First Class Honours from the National University of Singapore.

Spencer brings over 15 years of Asia Pacific experience to our team, with a strong background in automotive retail, dealer management, and fleet maintenance repair and overhaul (MRO) business.
Currently serving as the General Manager at STRIDES Mobility, as well as heading up the e-Fleet Solutions division at STRIDES Frontiers, Spencer extends this expertise across various roles and responsibilities.
As a dynamic leader, Spencer is forward-thinking and performance-driven. He excels in building and overseeing business development, sales, marketing, and after-sales functions and has successfully developed and expanded businesses across the region.
Prior to joining STRIDES Mobility, Spencer was responsible for managing the MAN Truck and Bus Agency businesses in Singapore and Myanmar businesses, as well as the TAXI Fleet MRO business. During his tenure as the Managing Director of MAN Truck & Bus Asia Pacific, they successfully developed the MAN Truck and Bus business in the Singapore civil market, growing the vehicle population to over 1000 units.
